The ILRC contends that the Department of Justice inappropriately implemented the changes under emergency procedures without justification or public input. Substantively, the organization warns that eliminating the \u201cin care of\u201d address option will undermine immigrants\u2019 ability to reliably receive critical court communications\u2014especially for vulnerable populations facing housing instability, language barriers, or trauma.
